The story follows Tommy Vercetti, who arrives in Vice City after a prison sentence and becomes involved in local criminal operations. A failed exchange early in the narrative leaves him without resources, pushing the player to rebuild influence through a series of missions. Failure does not permanently affect progress, as missions can be restarted, keeping the overall city state consistent.
